I can say that if a city with a minority population of 63% which has consistently elected Democrat Mayor's since 1967 (only two Republican Mayor's since 1941), that currently has a Black Female Democrat Mayor (since 2010), a Black Police Commissioner and with a police force that is 52% minority (44% Black, 7% Latino and 1% Asian) is so very hostile to Blacks as you say (and I have no reason to question you), the problem isn't ethnicity. <br /><br />I was once in a similar position. I lived in a very high crime community where I saw my home broken into, my car broken into and vandalized and was stopped several times by the police as I walked to the nearby party store.
